ESPACIOS BLANCOS DE TELEVISIÓN -TV WHITE SPACE- EN LA CONSTRUCCIÓN DE LA RED DIGITAL COMUNITARIA, VEREDA SAN PABLO (PASCA CUNDINAMARCA)

Resumen

La brecha digital en la ruralidad colombiana es un fenómeno cada día más latente, según las cifras del DANE obtenidas en el último censo, mientras que en las cabeceras municipales el 72.4% de la población usaron internet en cualquier lugar, en los centros poblados y rurales dispersos sólo el 35.8% pudo hacerlo. Para mitigar esta situación de exclusión digital en los territorios rurales,   hacer un buen uso del espectro radioeléctrico libre para implementaciones de conectividad es una alternativa técnicamente viable y si estas implementaciones se hacen de manera colaborativa de mano de la comunidad, el empoderamiento y la apropiación social de las TIC en el imaginario colectivo harán de la solución un prototipo duradero en la línea del tiempo, autosostenible y fácilmente replicable en otras poblaciones por la misma comunidad. Para el caso, esta iniciativa pretende analizar, evaluar y hacer uso conjunto de la tecnología Espacios blancos de televisión - TVWS (por sus siglas en inglés) y las frecuencias wifi 2.4 Ghz y 5 Ghz para la construcción de la Red Comunitaria de la vereda San Pablo municipio de Pasca (Cundinamarca).

ABSTRACT

The digital divide in Colombian rurality is an increasingly latent phenomenon, according to the figures of the DANE obtained in the last census, while 72.4% of the population used internet in the headwaters anywhere in the populated and rural centers only 35.8% could do so. To mitigate this situation of digital exclusion in rural territories, making good use of the free radio spectrum for connectivity implementations is a technically viable alternative and if these implementations are done collaboratively by the community, empowerment and social appropriation of ICT in the collective imaginary will make the solution a durable prototype in the timeline, self-sustaining and easily replicable in other populations by the same community. For this case, this initiative intends to analyze, evaluate and make use of the whole set of white spaces for television - TVWS (for its initials in English) and the 2.4 Ghz and 5 Ghz Wi-Fi frequencies for the construction of the Community Network of the village San Pablo municipality of Pasca (Cundinamarca).
